全面推進生態環境分區管控,助推經濟社會高質量發展

生(sheng)(sheng)態環(huan)境(jing)(jing)分區(qu)(qu)(qu)管(guan)控(kong)是以(yi)保障生(sheng)(sheng)態功(gong)能(neng)和改善環(huan)境(jing)(jing)質量(liang)為(wei)目標,實施(shi)分區(qu)(qu)(qu)域差異化精準管(guan)控(kong)的(de)環(huan)境(jing)(jing)管(guan)理制度,是提升生(sheng)(sheng)態環(huan)境(jing)(jing)治理現代(dai)化水平的(de)重(zhong)要舉措。實施(shi)生(sheng)(sheng)態環(huan)境(jing)(jing)分區(qu)(qu)(qu)管(guan)控(kong),嚴(yan)守生(sheng)(sheng)態保護紅線、環(huan)境(jing)(jing)質量(liang)底線、資源(yuan)利用上線,科學指導各(ge)類(lei)開(kai)發保護建(jian)設(she)活動(dong),對于(yu)推動(dong)高質量(liang)發展,建(jian)設(she)人與自然(ran)和諧共生(sheng)(sheng)的(de)現代(dai)化具有重(zhong)要意(yi)義。為(wei)加強(qiang)生(sheng)(sheng)態環(huan)境(jing)(jing)分區(qu)(qu)(qu)管(guan)控(kong),經黨中央、國(guo)務院同意(yi),現提出如下意(yi)見。

  一、總體要求

  加強生(sheng)態(tai)(tai)環(huan)境分(fen)(fen)區管(guan)控,要堅(jian)持以習近(jin)平新時代(dai)中國(guo)(guo)特色社會(hui)主(zhu)義思想(xiang)特別是習近(jin)平生(sheng)態(tai)(tai)文明思想(xiang)為(wei)指導,深入貫徹黨的(de)二十大精神,落實(shi)全(quan)(quan)國(guo)(guo)生(sheng)態(tai)(tai)環(huan)境保(bao)護大會(hui)部(bu)署,完整、準確、全(quan)(quan)面貫徹新發(fa)展理念,加快構建新發(fa)展格(ge)局,協同推進降碳、減污、擴綠、增長(chang),充分(fen)(fen)尊重自然規律和(he)(he)區域(yu)差異,全(quan)(quan)面落實(shi)主(zhu)體功(gong)能區戰略,充分(fen)(fen)銜接國(guo)(guo)土空(kong)間(jian)規劃和(he)(he)用途管(guan)制,以高(gao)水平保(bao)護推動高(gao)質量發(fa)展、創造高(gao)品質生(sheng)活,努力(li)建設人與(yu)自然和(he)(he)諧共生(sheng)的(de)美麗(li)中國(guo)(guo)。

  ——生(sheng)態優先,綠(lv)色發展。堅持尊重自然(ran)、順應自然(ran)、保護(hu)自然(ran),守(shou)住自然(ran)生(sheng)態安全邊界和(he)環境質量(liang)底線,落實自然(ran)生(sheng)態安全責任,推(tui)進綠(lv)色低碳發展。
  ——源(yuan)頭(tou)(tou)預防,系統保護(hu)。健全(quan)生態環(huan)境源(yuan)頭(tou)(tou)預防體系,統籌山水林田(tian)湖(hu)草(cao)沙一(yi)體化保護(hu)和(he)(he)系統治(zhi)(zhi)理,加強(qiang)生物多(duo)樣(yang)性(xing)保護(hu),強(qiang)化多(duo)污染物協同控制和(he)(he)區域(yu)協同治(zhi)(zhi)理。
  ——精準(zhun)科(ke)學,依法(fa)(fa)管控。聚焦區域性、流域性突出生(sheng)態環境問(wen)(wen)題,精準(zhun)科(ke)學施(shi)策,依法(fa)(fa)依規建立從(cong)問(wen)(wen)題識別到解決方案的分區分類管控策略。
  ——明(ming)確責任(ren),協調(diao)聯動。國家層(ceng)面做好頂層(ceng)設(she)計,地方(fang)黨委和政府(fu)落實主體責任(ren),有關部門加強溝通協調(diao),建立分(fen)工協作工作機制,提(ti)高政策統(tong)一性(xing)、規則一致性(xing)、執(zhi)行協同性(xing)。

  到(dao)2025年(nian),生態(tai)(tai)環境分(fen)區管(guan)控制度(du)基本(ben)建立(li),全域覆(fu)蓋、精準科學的生態(tai)(tai)環境分(fen)區管(guan)控體系初步形成。到(dao)2035年(nian),體系健(jian)全、機(ji)制順(shun)暢、運行高效的生態(tai)(tai)環境分(fen)區管(guan)控制度(du)全面建立(li),為(wei)生態(tai)(tai)環境根(gen)本(ben)好(hao)轉(zhuan)、美麗中國目標基本(ben)實現提供(gong)有力(li)支撐(cheng)。

  二、全面推進生態環境分區管控

  (一(yi))制(zhi)定生態環境(jing)分區管(guan)控方案。深入實(shi)(shi)施主體(ti)功能區戰略,全面(mian)落實(shi)(shi)《全國國土空間(jian)規劃綱要(yao)(2021-2035年)》,制定以(yi)落實(shi)(shi)生(sheng)(sheng)態(tai)保(bao)護紅線(xian)、環境(jing)質量底線(xian)、資源利用(yong)上線(xian)硬約束為(wei)重點(dian),以(yi)生(sheng)(sheng)態(tai)環境(jing)管(guan)(guan)控(kong)(kong)(kong)單元(yuan)為(wei)基礎,以(yi)生(sheng)(sheng)態(tai)環境(jing)準入清單為(wei)手段,以(yi)信(xin)息平臺為(wei)支撐(cheng)的生(sheng)(sheng)態(tai)環境(jing)分(fen)區管(guan)(guan)控(kong)(kong)(kong)方(fang)案(an)(an)。堅持國家指導、省(sheng)級(ji)(ji)統籌、市(shi)級(ji)(ji)落地的原(yuan)則(ze),分(fen)級(ji)(ji)編(bian)制發布(bu)本行(xing)政(zheng)區域(yu)內生(sheng)(sheng)態(tai)環境(jing)分(fen)區管(guan)(guan)控(kong)(kong)(kong)方(fang)案(an)(an)。省(sheng)級(ji)(ji)、市(shi)級(ji)(ji)生(sheng)(sheng)態(tai)環境(jing)分(fen)區管(guan)(guan)控(kong)(kong)(kong)方(fang)案(an)(an)由同級(ji)(ji)政(zheng)府(fu)組織編(bian)制,充(chong)分(fen)做好與(yu)國土空間(jian)規劃“一張圖”系統的銜接(jie),報上一級(ji)(ji)生(sheng)(sheng)態(tai)環境(jing)主管(guan)(guan)部門(men)備案(an)(an)后(hou)發布(bu)實(shi)(shi)施。

  (二)確定(ding)生態環境管控單元。基于生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)結構、功(gong)能、質量等區(qu)域(yu)特征,通過環(huan)境(jing)(jing)評價,在大氣、水、土壤、生(sheng)(sheng)態(tai)、聲、海洋等各(ge)生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)要素管理分區(qu)的基礎上(shang),落實“三(san)區(qu)三(san)線(xian)”劃定成果,以生(sheng)(sheng)態(tai)保(bao)(bao)護(hu)紅線(xian)為(wei)基礎,把(ba)該(gai)保(bao)(bao)護(hu)的區(qu)域(yu)劃出來,確(que)定生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)優(you)先(xian)保(bao)(bao)護(hu)單元(yuan);以生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)質量改(gai)善壓力大、資(zi)源(yuan)能源(yuan)消耗強度高(gao)、污染物(wu)排(pai)放集中(zhong)、生(sheng)(sheng)態(tai)破壞嚴重(zhong)、環(huan)境(jing)(jing)風險高(gao)的區(qu)域(yu)為(wei)主體(ti),把(ba)發展同保(bao)(bao)護(hu)矛盾突出的區(qu)域(yu)識(shi)別出來,確(que)定生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)重(zhong)點管控(kong)單元(yuan);生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)優(you)先(xian)保(bao)(bao)護(hu)單元(yuan)和生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)重(zhong)點管控(kong)單元(yuan)以外(wai)的其他區(qu)域(yu)實施(shi)一般管控(kong)。

  (三)編制生態環境(jing)準(zhun)入清單。落實(shi)市場準入負面清(qing)(qing)單(dan)(dan)(dan),根(gen)據生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)功能(neng)定位和(he)國土空間用(yong)途(tu)管(guan)制要(yao)(yao)(yao)(yao)求,聚(ju)焦解決突出(chu)(chu)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)問(wen)題(ti),系(xi)統集成現有生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)管(guan)理(li)規定,精準編制差別化生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)準入清(qing)(qing)單(dan)(dan)(dan),提出(chu)(chu)管(guan)控污(wu)染物(wu)排放(fang)、防控環(huan)境(jing)(jing)(jing)風(feng)險、提高資源能(neng)源利用(yong)效率(lv)等要(yao)(yao)(yao)(yao)求。因地制宜(yi)實(shi)施(shi)“一單(dan)(dan)(dan)元(yuan)一策略”的精細(xi)化管(guan)理(li),生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)優先保(bao)(bao)護(hu)單(dan)(dan)(dan)元(yuan)要(yao)(yao)(yao)(yao)加(jia)強生(sheng)(sheng)態(tai)(tai)(tai)系(xi)統保(bao)(bao)護(hu)和(he)功能(neng)維護(hu),生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)重(zhong)點管(guan)控單(dan)(dan)(dan)元(yuan)要(yao)(yao)(yao)(yao)針(zhen)對突出(chu)(chu)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)問(wen)題(ti)強化污(wu)染物(wu)排放(fang)管(guan)控和(he)環(huan)境(jing)(jing)(jing)風(feng)險防控,其他區域要(yao)(yao)(yao)(yao)保(bao)(bao)持(chi)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)質量基(ji)本穩定。生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)(jing)(jing)質量改善壓力大、問(wen)題(ti)和(he)風(feng)險突出(chu)(chu)的地方(fang),要(yao)(yao)(yao)(yao)制定更(geng)為精準的管(guan)控要(yao)(yao)(yao)(yao)求。

  (四)加(jia)強生(sheng)態環境(jing)分區管控(kong)信息共享。推(tui)進國家和省級生(sheng)(sheng)態環境分區管(guan)控(kong)系(xi)統與(yu)其他業務(wu)(wu)(wu)系(xi)統的信息共享、業務(wu)(wu)(wu)協(xie)同,強化對數據管(guan)理(li)、調(diao)整更新(xin)、實(shi)施(shi)應用、跟蹤評估、監督管(guan)理(li)的支撐作用。推(tui)進新(xin)一代信息技術(shu)、人工智能等與(yu)生(sheng)(sheng)態環境分區管(guan)控(kong)融合創新(xin),完善(shan)在(zai)線政務(wu)(wu)(wu)服務(wu)(wu)(wu)和智慧決(jue)策功能,提升服務(wu)(wu)(wu)效(xiao)能。

  (五(wu))統籌開展定(ding)期調整與(yu)動態更新。生(sheng)態(tai)環(huan)境分區管(guan)控方案(an)原(yuan)(yuan)則(ze)上(shang)保持穩定,每5年結合國民經濟(ji)和(he)社(she)(she)會發展規(gui)劃、國土(tu)空間規(gui)劃評估情況定期調整。5年內確需(xu)更(geng)新(xin)的(de)(de),按照“誰發布(bu)、誰更(geng)新(xin)”的(de)(de)原(yuan)(yuan)則(ze),在充(chong)分銜接國民經濟(ji)和(he)社(she)(she)會發展規(gui)劃、國土(tu)空間規(gui)劃的(de)(de)基礎上(shang),開展動態(tai)更(geng)新(xin),同(tong)時(shi)報(bao)上(shang)一級生(sheng)態(tai)環(huan)境主管(guan)部門備案(an)。因重大戰略、生(sheng)態(tai)環(huan)境保護(hu)目標等發生(sheng)變化而更(geng)新(xin)的(de)(de),應組織科(ke)學論(lun)證(zheng);生(sheng)態(tai)保護(hu)紅線、飲(yin)用水水源保護(hu)區、自然(ran)保護(hu)地等法(fa)定保護(hu)區域(yu)依(yi)法(fa)依(yi)規(gui)設立、調整或撤并以及法(fa)律法(fa)規(gui)有新(xin)規(gui)定的(de)(de),相應進行(xing)同(tong)步更(geng)新(xin)。

  三、助推經濟社會高質量發展

  (六)服務國家(jia)重大戰略。通過生態(tai)環境分(fen)區(qu)管(guan)控,加強(qiang)(qiang)整體性保(bao)護(hu)和(he)系統(tong)性治理,支撐優化(hua)(hua)重大生產力布(bu)局(ju)(ju),服務國(guo)(guo)家重大基(ji)礎設(she)(she)施建設(she)(she),保(bao)障國(guo)(guo)家重大戰略(lve)實施。落實長(chang)(chang)江(jiang)經濟帶(dai)發(fa)(fa)展戰略(lve),推動(dong)長(chang)(chang)江(jiang)全流域按(an)單(dan)元精(jing)細化(hua)(hua)分(fen)區(qu)管(guan)控,加強(qiang)(qiang)沿江(jiang)重化(hua)(hua)工業(ye)水污(wu)染防(fang)(fang)治和(he)環境風險防(fang)(fang)控,防(fang)(fang)止重污(wu)染企業(ye)和(he)項目(mu)向長(chang)(chang)江(jiang)中(zhong)(zhong)上游(you)轉(zhuan)移。落實黃(huang)河流域生態(tai)保(bao)護(hu)和(he)高質量發(fa)(fa)展戰略(lve),實施上中(zhong)(zhong)下游(you)地區(qu)差異化(hua)(hua)分(fen)區(qu)管(guan)控,優化(hua)(hua)黃(huang)河中(zhong)(zhong)上游(you)能(neng)源(yuan)化(hua)(hua)工和(he)新(xin)能(neng)源(yuan)產業(ye)布(bu)局(ju)(ju),促進中(zhong)(zhong)下游(you)產業(ye)綠(lv)色低碳循環發(fa)(fa)展。強(qiang)(qiang)化(hua)(hua)生態(tai)環境分(fen)區(qu)管(guan)控在京津冀、長(chang)(chang)三(san)角(jiao)、粵港澳大灣區(qu)產業(ye)、能(neng)源(yuan)和(he)交通運輸結構調整中(zhong)(zhong)的應用,建立陸岸海聯動(dong)、區(qu)域一體化(hua)(hua)的生態(tai)環境管(guan)控機制,引(yin)導(dao)傳(chuan)統(tong)制造(zao)業(ye)綠(lv)色低碳轉(zhuan)型(xing)升級及戰略(lve)性新(xin)興產業(ye)合理布(bu)局(ju)(ju)。

  (七(qi))促進綠色低碳發展。落實國家高(gao)耗能、高(gao)排(pai)放、低水平項目管理(li)(li)有(you)(you)關制度(du)(du)和(he)(he)(he)政策要(yao)求,引導(dao)重點(dian)行業(ye)(ye)向環(huan)(huan)境容量大、市(shi)場需求旺盛、市(shi)場保障(zhang)條件好的(de)地區(qu)(qu)科學布局、有(you)(you)序轉移。強化生(sheng)(sheng)(sheng)態環(huan)(huan)境重點(dian)管控單(dan)元管理(li)(li),推進石化化工(gong)、鋼鐵、建材等傳統產業(ye)(ye)綠色低碳轉型升級(ji)和(he)(he)(he)清潔生(sheng)(sheng)(sheng)產改造。完善產業(ye)(ye)園區(qu)(qu)環(huan)(huan)境基(ji)礎設(she)施建設(she),推動產業(ye)(ye)集聚發(fa)展(zhan)和(he)(he)(he)集中治污。銜接生(sheng)(sheng)(sheng)態環(huan)(huan)境準入清單(dan),引導(dao)人口密度(du)(du)較高(gao)的(de)中心(xin)城區(qu)(qu)傳統產業(ye)(ye)功能空間有(you)(you)序騰退。優化生(sheng)(sheng)(sheng)態環(huan)(huan)境優先保護(hu)單(dan)元管理(li)(li),鼓勵探索生(sheng)(sheng)(sheng)態產品價值實現模式和(he)(he)(he)路(lu)徑,提升生(sheng)(sheng)(sheng)態碳匯能力。在保證生(sheng)(sheng)(sheng)態系統多樣性、穩定性、持續性的(de)前(qian)提下(xia),支(zhi)持國家重大戰略(lve)、重大基(ji)礎設(she)施、民生(sheng)(sheng)(sheng)保障(zhang)等項目建設(she)。實施好沙(sha)漠、戈壁、荒漠地區(qu)(qu)大型風(feng)電和(he)(he)(he)光伏基(ji)地建設(she)。

  (八)支撐綜合決(jue)策。加強生(sheng)態(tai)(tai)環(huan)境(jing)分(fen)區(qu)管(guan)(guan)控成果應(ying)用,為(wei)地方黨委和(he)政府提(ti)供決策(ce)支撐。把生(sheng)態(tai)(tai)環(huan)境(jing)分(fen)區(qu)管(guan)(guan)控實(shi)施(shi)成效評(ping)估作為(wei)優(you)化環(huan)境(jing)影響評(ping)價(jia)管(guan)(guan)理的(de)(de)重要依據。加強生(sheng)態(tai)(tai)環(huan)境(jing)分(fen)區(qu)管(guan)(guan)控對企業(ye)投資的(de)(de)引導,在生(sheng)態(tai)(tai)環(huan)境(jing)分(fen)區(qu)管(guan)(guan)控信息平(ping)臺依法依規設置(zhi)公共查閱權限,方便企業(ye)分(fen)析(xi)項目(mu)與(yu)生(sheng)態(tai)(tai)環(huan)境(jing)分(fen)區(qu)管(guan)(guan)控要求的(de)(de)符(fu)合性,激發(fa)經營(ying)主體發(fa)展活(huo)力(li)。

  四、實施生態環境高水平保護

  (九)維護生態(tai)安全格局(ju)。嚴格落(luo)實(shi)生(sheng)態(tai)(tai)(tai)保護(hu)紅線管控要求。以生(sheng)態(tai)(tai)(tai)保護(hu)紅線為重點(dian),改善(shan)生(sheng)態(tai)(tai)(tai)系統(tong)質量,提升生(sheng)態(tai)(tai)(tai)系統(tong)穩定性(xing)和服務(wu)功能。強化生(sheng)物多(duo)樣性(xing)保護(hu),健全生(sheng)物多(duo)樣性(xing)保護(hu)網絡。加(jia)強監測預警,主動適(shi)應氣候(hou)變(bian)化。對青藏高(gao)原生(sheng)態(tai)(tai)(tai)屏障區(qu)、黃河重點(dian)生(sheng)態(tai)(tai)(tai)區(qu)、長江重點(dian)生(sheng)態(tai)(tai)(tai)區(qu)和東北(bei)森林帶、北(bei)方防(fang)沙帶、南方丘陵山(shan)地帶、海岸帶等(deng)重點(dian)區(qu)域(yu),分單元識(shi)別突(tu)出(chu)環(huan)境問題,落(luo)實(shi)環(huan)境治理差異化管控要求。

  (十)推動環境質(zhi)量改(gai)善。強(qiang)化生(sheng)態(tai)(tai)環(huan)境(jing)(jing)分(fen)區(qu)(qu)(qu)管控(kong)實(shi)施,形成問題識別、精準溯源、分(fen)區(qu)(qu)(qu)施策的(de)工作閉環(huan),推動解決突出生(sheng)態(tai)(tai)環(huan)境(jing)(jing)問題,防(fang)范結構性(xing)、布局性(xing)環(huan)境(jing)(jing)風(feng)險(xian),為高(gao)質量發展(zhan)騰出容量、拓展(zhan)空間(jian)。深化流域(yu)(yu)水(shui)環(huan)境(jing)(jing)分(fen)區(qu)(qu)(qu)管控(kong),統籌(chou)(chou)水(shui)資源、水(shui)環(huan)境(jing)(jing)、水(shui)生(sheng)態(tai)(tai)治(zhi)理(li),強(qiang)化流域(yu)(yu)內水(shui)源涵養區(qu)(qu)(qu)、河湖水(shui)域(yu)(yu)及其緩沖帶等(deng)重要(yao)水(shui)生(sheng)態(tai)(tai)空間(jian)管理(li),加(jia)強(qiang)農業面源污(wu)染(ran)防(fang)治(zhi)。加(jia)強(qiang)近岸海(hai)(hai)域(yu)(yu)生(sheng)態(tai)(tai)環(huan)境(jing)(jing)分(fen)區(qu)(qu)(qu)管控(kong),陸海(hai)(hai)統籌(chou)(chou)推進(jin)重點河口海(hai)(hai)灣(wan)管理(li)。綜合(he)考慮大氣區(qu)(qu)(qu)域(yu)(yu)傳輸規律和(he)(he)空間(jian)布局敏感性(xing)等(deng),強(qiang)化分(fen)區(qu)(qu)(qu)分(fen)類差異(yi)化協同管控(kong)。按照土壤污(wu)染(ran)程(cheng)度(du)和(he)(he)相關標準,實(shi)施農用(yong)地分(fen)類管理(li)和(he)(he)建設用(yong)地準入(ru)管理(li)。加(jia)強(qiang)聲(sheng)環(huan)境(jing)(jing)管理(li),推動大型交通基礎設施、工業集中區(qu)(qu)(qu)等(deng)與(yu)噪聲(sheng)敏感建筑物集中區(qu)(qu)(qu)域(yu)(yu)用(yong)地布局協調。探索(suo)開展(zhan)地下水(shui)污(wu)染(ran)防(fang)治(zhi)分(fen)區(qu)(qu)(qu)管控(kong)模(mo)式(shi),統籌(chou)(chou)地上地下,制(zhi)定差別化的(de)生(sheng)態(tai)(tai)環(huan)境(jing)(jing)準入(ru)和(he)(he)污(wu)染(ran)風(feng)險(xian)管控(kong)要(yao)求。

  (十一)強(qiang)化生態環境保(bao)護政策協同。發揮生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分區(qu)管(guan)(guan)(guan)控(kong)(kong)在源頭預防(fang)體系中的(de)(de)(de)基礎性作用,實現全域(yu)覆蓋、跨(kua)部門協(xie)(xie)同、多要素綜合的(de)(de)(de)精細化管(guan)(guan)(guan)理(li)。加強生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分區(qu)管(guan)(guan)(guan)控(kong)(kong)與(yu)國土(tu)空間規劃的(de)(de)(de)動(dong)態(tai)(tai)銜接(jie),針對不(bu)同區(qu)域(yu)開(kai)發保(bao)護(hu)(hu)建設(she)活動(dong)的(de)(de)(de)特點(dian)(dian)(dian),聚焦生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)質量改善(shan),實施分單元差異化的(de)(de)(de)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)管(guan)(guan)(guan)理(li),生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)主管(guan)(guan)(guan)部門和自(zi)然(ran)資源主管(guan)(guan)(guan)部門要選擇(ze)典型地區(qu)開(kai)展(zhan)試(shi)點(dian)(dian)(dian)、積(ji)累(lei)經驗、完善(shan)機制,形成(cheng)政(zheng)策合力。開(kai)展(zhan)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分區(qu)管(guan)(guan)(guan)控(kong)(kong)減污降碳協(xie)(xie)同試(shi)點(dian)(dian)(dian),研究(jiu)落實以(yi)碳排(pai)(pai)放、污染物排(pai)(pai)放等(deng)(deng)(deng)為依據的(de)(de)(de)差別化調控(kong)(kong)政(zheng)策。強化生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)保(bao)護(hu)(hu)相關(guan)政(zheng)策與(yu)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分區(qu)管(guan)(guan)(guan)控(kong)(kong)制度(du)的(de)(de)(de)協(xie)(xie)同,將生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分區(qu)管(guan)(guan)(guan)控(kong)(kong)要求納入生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)有關(guan)標準、政(zheng)策等(deng)(deng)(deng)制定修訂中。鼓(gu)勵各地以(yi)產業園區(qu)、自(zi)由(you)貿(mao)易試(shi)驗區(qu)等(deng)(deng)(deng)為重點(dian)(dian)(dian),開(kai)展(zhan)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分區(qu)管(guan)(guan)(guan)控(kong)(kong)與(yu)環(huan)(huan)境(jing)(jing)(jing)影(ying)響評價、排(pai)(pai)污許可(ke)、環(huan)(huan)境(jing)(jing)(jing)監(jian)測(ce)、執法監(jian)管(guan)(guan)(guan)等(deng)(deng)(deng)協(xie)(xie)調聯動(dong)改革試(shi)點(dian)(dian)(dian),探(tan)索構建全鏈(lian)條生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)管(guan)(guan)(guan)理(li)體系。

  五、加強監督考核

  (十二)強化(hua)監(jian)督管(guan)理。有關部門要(yao)按照職責分(fen)工,依托(tuo)相關監(jian)管(guan)平臺,充(chong)分(fen)利用大數(shu)據、衛星遙感、無(wu)人機等技術手段(duan)開展動態監(jian)控,對發現的(de)突出問題和風(feng)險隱患開展現場檢查(cha)并嚴(yan)格依法查(cha)處。對生(sheng)(sheng)(sheng)態功能明顯降低的(de)生(sheng)(sheng)(sheng)態環(huan)境(jing)優先保護單(dan)元、生(sheng)(sheng)(sheng)態環(huan)境(jing)問題突出的(de)生(sheng)(sheng)(sheng)態環(huan)境(jing)重點管(guan)控單(dan)元以及環(huan)境(jing)質量明顯下(xia)降的(de)其(qi)他區(qu)域,加強監(jian)管(guan)執(zhi)法,依法依規(gui)推動限期整改。將生(sheng)(sheng)(sheng)態環(huan)境(jing)分(fen)區(qu)管(guan)控制度落實(shi)中(zhong)存在的(de)突出問題納(na)入中(zhong)央和省級生(sheng)(sheng)(sheng)態環(huan)境(jing)保護督察。

  (十(shi)三(san))完善考核評價。將生態(tai)(tai)環境分(fen)區(qu)管控實施情況納(na)入污染防治攻堅戰成(cheng)效考(kao)核等,考(kao)核結(jie)果(guo)作為(wei)地方領導班子和有關領導干(gan)部(bu)綜合考(kao)核評價、獎懲(cheng)任免的重(zhong)(zhong)要參考(kao)。國(guo)務院生態(tai)(tai)環境主管部(bu)門會(hui)同有關部(bu)門對工作落實情況進行跟(gen)蹤了解(jie),工作成(cheng)效作為(wei)“綠水(shui)青山就(jiu)是金山銀山”實踐創(chuang)新基地建設等的重(zhong)(zhong)要參考(kao)。

  六、組織保障

  (十四)加強(qiang)組織領導。堅持黨對(dui)生態環(huan)境(jing)分區管控工作的(de)領導。地(di)方各(ge)級黨委和政府要嚴格(ge)落(luo)實生態環(huan)境(jing)保(bao)護“黨政同責、一崗(gang)雙責”,完善工作推(tui)(tui)進(jin)(jin)機制,定期研(yan)究生態環(huan)境(jing)分區管控工作,常態化推(tui)(tui)進(jin)(jin)共享共用、調整更新(xin)、監(jian)督落(luo)實等事項,及時報告重要工作進(jin)(jin)展,形(xing)成上下(xia)聯動、各(ge)司其職、齊抓共管的(de)良好格(ge)局。各(ge)地(di)區可結合實際制定配(pei)套文件。

  (十(shi)五)強(qiang)化部門聯動。國務院(yuan)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境主(zhu)管(guan)(guan)(guan)(guan)部(bu)(bu)門(men)(men)(men)要(yao)會同(tong)有關(guan)部(bu)(bu)門(men)(men)(men)制定完(wan)善生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境分(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)(kong)相(xiang)關(guan)政(zheng)策(ce)。發(fa)展(zhan)改革部(bu)(bu)門(men)(men)(men)要(yao)積極推動(dong)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境分(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)(kong)成果與國民(min)經濟和社會發(fa)展(zhan)相(xiang)關(guan)規(gui)(gui)劃(hua)(hua)、區(qu)(qu)(qu)域規(gui)(gui)劃(hua)(hua)編(bian)制實施充分(fen)(fen)(fen)銜(xian)接。自(zi)然資源(yuan)主(zhu)管(guan)(guan)(guan)(guan)部(bu)(bu)門(men)(men)(men)要(yao)依托國土空(kong)間(jian)規(gui)(gui)劃(hua)(hua)“一張圖”系統(tong),共(gong)(gong)享生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態保(bao)護紅線等數據,加強(qiang)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境分(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)(kong)方案與國土空(kong)間(jian)規(gui)(gui)劃(hua)(hua)的(de)(de)銜(xian)接,共(gong)(gong)同(tong)做好相(xiang)關(guan)研究及試點先行(xing)等工(gong)作。水(shui)行(xing)政(zheng)主(zhu)管(guan)(guan)(guan)(guan)部(bu)(bu)門(men)(men)(men)負責(ze)(ze)水(shui)資源(yuan)管(guan)(guan)(guan)(guan)理(li)(li)(li)、水(shui)域岸線管(guan)(guan)(guan)(guan)理(li)(li)(li)等有關(guan)工(gong)作,實施水(shui)資源(yuan)差別化(hua)管(guan)(guan)(guan)(guan)理(li)(li)(li),合理(li)(li)(li)控(kong)(kong)(kong)制水(shui)資源(yuan)開發(fa)利(li)用規(gui)(gui)模,與生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境分(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)(kong)聯動(dong)。林業(ye)(ye)(ye)和草原主(zhu)管(guan)(guan)(guan)(guan)部(bu)(bu)門(men)(men)(men)要(yao)加強(qiang)各類自(zi)然保(bao)護地管(guan)(guan)(guan)(guan)理(li)(li)(li)與生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境分(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)(kong)的(de)(de)協(xie)調(diao)聯動(dong)。工(gong)業(ye)(ye)(ye)和信息(xi)化(hua)、住房城鄉建設、交通(tong)運輸、農(nong)業(ye)(ye)(ye)農(nong)村等有關(guan)主(zhu)管(guan)(guan)(guan)(guan)部(bu)(bu)門(men)(men)(men)要(yao)根據職責(ze)(ze)分(fen)(fen)(fen)工(gong),加強(qiang)本領域相(xiang)關(guan)工(gong)作與生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境分(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)(kong)協(xie)調(diao)聯動(dong),制定行(xing)業(ye)(ye)(ye)發(fa)展(zhan)和開發(fa)利(li)用政(zheng)策(ce)、規(gui)(gui)劃(hua)(hua)時,應(ying)(ying)充分(fen)(fen)(fen)考慮生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境分(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)(kong)要(yao)求,減少(shao)對生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態系統(tong)功能和環(huan)(huan)(huan)境質量的(de)(de)負面影響。有關(guan)部(bu)(bu)門(men)(men)(men)應(ying)(ying)出(chu)臺(tai)有利(li)于生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境分(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)(kong)實施應(ying)(ying)用的(de)(de)政(zheng)策(ce),并推動(dong)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)態環(huan)(huan)(huan)境分(fen)(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)(kong)監(jian)督執法協(xie)調(diao)聯動(dong)。

  (十六(liu))完(wan)善法規標準(zhun)。推動(dong)將生態(tai)(tai)環境分(fen)(fen)區(qu)(qu)管控(kong)要(yao)求(qiu)納入相(xiang)關(guan)(guan)法律法規制(zhi)定(ding)(ding)(ding)修訂。鼓(gu)勵(li)有立法權的地方(fang)研究制(zhi)定(ding)(ding)(ding)與生態(tai)(tai)環境分(fen)(fen)區(qu)(qu)管控(kong)相(xiang)關(guan)(guan)的地方(fang)性法規。國務院(yuan)生態(tai)(tai)環境主管部門要(yao)會同自(zi)然資(zi)源主管部門等研究制(zhi)定(ding)(ding)(ding)生態(tai)(tai)環境分(fen)(fen)區(qu)(qu)管控(kong)單(dan)元劃分(fen)(fen)要(yao)求(qiu)及(ji)相(xiang)關(guan)(guan)標準規范(fan)。

  (十七)強化能力建設(she)。加強生(sheng)態環(huan)境分(fen)區管控領(ling)域相關學(xue)科建設、科學(xue)研究和(he)(he)人才培養,加快建立專(zhuan)業化隊伍。完善生(sheng)態環(huan)境分(fen)區管控信(xin)息平臺建設。各級財(cai)政(zheng)部門(men)要綜合考(kao)慮工作(zuo)目(mu)標和(he)(he)任務(wu),按照財(cai)政(zheng)事權和(he)(he)支出責任劃(hua)分(fen)原(yuan)則落實資金保障(zhang)。

  (十八)積極宣傳引導。將(jiang)生態環(huan)境分區管控納(na)入黨(dang)政領導(dao)干部教(jiao)育培訓內容。加強(qiang)宣(xuan)傳解讀(du),及時總結(jie)推廣(guang)正面典型,曝光(guang)反(fan)面案例,營造全社會廣(guang)泛關注、共同參與的良好氛(fen)圍(wei)。
