東(dong)營市《關于加快培育(yu)發展未來產業的(de)意見》,圍繞全市“2+4+4”創(chuang)新發展布局,加快發展碳捕集利用與封存、高(gao)性能(neng)復合材料等(deng)(deng)5個基礎好、優勢型(xing)的(de)未來產業,培育(yu)發展創(chuang)新藥(yao)、空天(tian)信息等(deng)(deng)N個有(you)布局、潛力(li)型(xing)的(de)未來產業。 碳(tan)捕(bu)集(ji)(ji)利用(yong)與(yu)封存(cun)(cun)(CCUS)方(fang)面(mian),依(yi)托省CCUS重點實驗室,圍繞CO2捕(bu)集(ji)(ji)、驅油(you)(you)、封存(cun)(cun)、注采輸及安全監測五(wu)大方(fang)向,加(jia)快(kuai)推(tui)(tui)動(dong)低成本捕(bu)集(ji)(ji)、氣(qi)水交替、油(you)(you)藏(zang)監測、高(gao)壓(ya)混相等(deng)(deng)技術突破。支持石(shi)油(you)(you)裝(zhuang)(zhuang)備(bei)等(deng)(deng)企業加(jia)快(kuai)超(chao)大型(xing)緊湊型(xing)CO2分離、CO2集(ji)(ji)輸管(guan)道、防(fang)腐防(fang)竄CO2輸注等(deng)(deng)裝(zhuang)(zhuang)備(bei)研(yan)發與(yu)制(zhi)造,構(gou)建CCUS全產(chan)業鏈裝(zhuang)(zhuang)備(bei)體系。支持膜(mo)法碳(tan)捕(bu)集(ji)(ji)技術廣(guang)(guang)(guang)泛應用(yong)于化(hua)工(gong)、煤電(dian)、頁巖油(you)(you)伴(ban)生(sheng)氣(qi)、二氧化(hua)碳(tan)驅油(you)(you)封存(cun)(cun)采出氣(qi)等(deng)(deng)領域,大力推(tui)(tui)廣(guang)(guang)(guang)低成本規模化(hua)CO2捕(bu)集(ji)(ji)。充分發揮齊魯(lu)石(shi)化(hua)—勝利油(you)(you)田百萬(wan)噸級CCUS項目(mu)(mu)引領作用(yong),積(ji)極引導化(hua)工(gong)、煤電(dian)等(deng)(deng)重點碳(tan)源企業布局建設CO2捕(bu)集(ji)(ji)項目(mu)(mu),推(tui)(tui)動(dong)在采油(you)(you)領域加(jia)大驅油(you)(you)封存(cun)(cun)場景應用(yong)。在化(hua)工(gong)領域推(tui)(tui)廣(guang)(guang)(guang)制(zhi)備(bei)碳(tan)酸(suan)(suan)酯(zhi)(zhi)、聚(ju)碳(tan)酸(suan)(suan)酯(zhi)(zhi)生(sheng)產(chan)工(gong)藝,探索(suo)創新CO2與(yu)綠(lv)氫制(zhi)綠(lv)甲醇等(deng)(deng)有機化(hua)合物(wu)模式,在農業領域積(ji)極開展CO2富碳(tan)氣(qi)肥技術產(chan)業化(hua)驗證。 高(gao)性(xing)能(neng)(neng)復(fu)合材(cai)(cai)(cai)(cai)料(liao)方面,基體材(cai)(cai)(cai)(cai)料(liao),支持化工(gong)企(qi)業(ye)(ye)向(xiang)下游延(yan)伸發展特種環氧(yang)樹(shu)(shu)脂(zhi)(zhi)、高(gao)端聚(ju)酯樹(shu)(shu)脂(zhi)(zhi)等(deng)高(gao)性(xing)能(neng)(neng)樹(shu)(shu)脂(zhi)(zhi),推動(dong)新材(cai)(cai)(cai)(cai)料(liao)企(qi)業(ye)(ye)做(zuo)(zuo)深做(zuo)(zuo)優新型膜(mo)材(cai)(cai)(cai)(cai)料(liao),鼓勵銅(tong)企(qi)業(ye)(ye)加快發展高(gao)純(chun)超細(xi)銅(tong)粉(fen)、高(gao)性(xing)能(neng)(neng)銅(tong)合金等(deng)。增強材(cai)(cai)(cai)(cai)料(liao),做(zuo)(zuo)強高(gao)性(xing)能(neng)(neng)氧(yang)化鋁(lv)纖(xian)維、芳綸(lun)纖(xian)維,依托重(zhong)質油國家(jia)重(zhong)點實(shi)驗室等(deng)研發平臺,突破瀝青基碳纖(xian)維、超高(gao)分(fen)子量聚(ju)烯烴纖(xian)維關鍵技術。復(fu)合材(cai)(cai)(cai)(cai)料(liao),加強樹(shu)(shu)脂(zhi)(zhi)基復(fu)合材(cai)(cai)(cai)(cai)料(liao)、銅(tong)基復(fu)合材(cai)(cai)(cai)(cai)料(liao)、陶瓷基復(fu)合材(cai)(cai)(cai)(cai)料(liao)、復(fu)合膜(mo)材(cai)(cai)(cai)(cai)料(liao)研究,重(zhong)點開(kai)發碳纖(xian)維復(fu)合材(cai)(cai)(cai)(cai)料(liao)、氧(yang)化鋁(lv)纖(xian)維復(fu)合材(cai)(cai)(cai)(cai)料(liao)、芳綸(lun)纖(xian)維復(fu)合材(cai)(cai)(cai)(cai)料(liao)等(deng)產品,擴展在航(hang)空航(hang)天、軌道交通、風(feng)電等(deng)行業(ye)(ye)應用。 新型儲(chu)(chu)(chu)能方面(mian),發揮省(sheng)級技(ji)術(shu)(shu)創(chuang)新中心(xin)集(ji)聚能力,加(jia)強與國家重點實驗室等對(dui)接,加(jia)快(kuai)(kuai)構(gou)建以發展(zhan)鋰電(dian)為基礎(chu)、突破(po)鈉(na)電(dian)為主線(xian)、多點布局支撐的新型儲(chu)(chu)(chu)能產(chan)業(ye)發展(zhan)格局,加(jia)快(kuai)(kuai)推進(jin)“源網荷儲(chu)(chu)(chu)”模式應(ying)用。鋰電(dian)方面(mian),加(jia)強高密(mi)度(du)大容量電(dian)池(chi)等技(ji)術(shu)(shu)攻關(guan),加(jia)快(kuai)(kuai)鋰電(dian)電(dian)芯生產(chan)、鋰電(dian)儲(chu)(chu)(chu)能組裝集(ji)成布局,積(ji)極推進(jin)電(dian)池(chi)回收技(ji)術(shu)(shu)攻關(guan)及(ji)產(chan)業(ye)化(hua),形成鋰電(dian)儲(chu)(chu)(chu)能產(chan)業(ye)鏈閉(bi)環。鈉(na)電(dian)方面(mian),開發鈉(na)離(li)子電(dian)池(chi)電(dian)解液、添(tian)加(jia)劑等產(chan)品,加(jia)速(su)鈉(na)離(li)子電(dian)池(chi)管理系統(tong)和能量管理系統(tong)商業(ye)化(hua)應(ying)用。其他儲(chu)(chu)(chu)能方面(mian),加(jia)快(kuai)(kuai)壓縮(suo)空氣儲(chu)(chu)(chu)能、飛輪儲(chu)(chu)(chu)能、重力儲(chu)(chu)(chu)能、熱儲(chu)(chu)(chu)能等布局,推進(jin)應(ying)用場景(jing)創(chuang)新和產(chan)業(ye)化(hua)應(ying)用。 氫(qing)(qing)(qing)(qing)能(neng)(neng)方面,依托綠電(dian)(dian)(dian)綠氫(qing)(qing)(qing)(qing)工程(cheng)中(zhong)心、碳中(zhong)和研(yan)究院(yuan)等(deng)(deng)平(ping)臺,聯合(he)山(shan)東石油化(hua)工學院(yuan)、勝(sheng)利(li)油田(tian)科研(yan)院(yuan)所,重點(dian)突(tu)破低成本(ben)綠色制氫(qing)(qing)(qing)(qing)、氫(qing)(qing)(qing)(qing)氣(qi)(qi)純化(hua)和品(pin)質(zhi)檢測、高壓氣(qi)(qi)態(tai)和低溫(wen)液(ye)態(tai)氫(qing)(qing)(qing)(qing)能(neng)(neng)儲(chu)(chu)輸、“氫(qing)(qing)(qing)(qing)—氨—氫(qing)(qing)(qing)(qing)”等(deng)(deng)制儲(chu)(chu)輸運技術。做強堿(jian)性電(dian)(dian)(dian)解水(shui)制氫(qing)(qing)(qing)(qing)裝(zhuang)備,加快70MPa車(che)載IV型儲(chu)(chu)氫(qing)(qing)(qing)(qing)瓶產(chan)業(ye)(ye)化(hua),探(tan)索(suo)發(fa)展質(zhi)子(zi)交換膜(PEM)電(dian)(dian)(dian)解水(shui)制氫(qing)(qing)(qing)(qing)、氫(qing)(qing)(qing)(qing)能(neng)(neng)動力系統等(deng)(deng)裝(zhuang)備。推(tui)廣勝(sheng)利(li)油田(tian)石化(hua)總(zong)廠光(guang)伏制氫(qing)(qing)(qing)(qing)經(jing)驗,打造一(yi)批“綠電(dian)(dian)(dian)+綠氫(qing)(qing)(qing)(qing)+煉化(hua)”行(xing)業(ye)(ye)轉型項目。開展氫(qing)(qing)(qing)(qing)能(neng)(neng)在可再生能(neng)(neng)源消納、電(dian)(dian)(dian)網調峰等(deng)(deng)場景的應用(yong)(yong),積極培育“風光(guang)電(dian)(dian)(dian)+氫(qing)(qing)(qing)(qing)儲(chu)(chu)能(neng)(neng)”一(yi)體化(hua)應用(yong)(yong)新(xin)模(mo)式。逐步推(tui)進氫(qing)(qing)(qing)(qing)燃料電(dian)(dian)(dian)池汽車(che)在公共交通、港口、油田(tian)作業(ye)(ye)區等(deng)(deng)領(ling)域應用(yong)(yong),帶動氫(qing)(qing)(qing)(qing)能(neng)(neng)全產(chan)業(ye)(ye)鏈創新(xin)發(fa)展。 深(shen)部礦產(chan)與地(di)熱(re)資(zi)源(yuan)共采方面,培育(yu)發展(zhan)地(di)勘、地(di)熱(re)能(neng)開采等(deng)(deng)裝備產(chan)業(ye)(ye),開展(zhan)成井工(gong)藝、“無(wu)干(gan)擾井下換(huan)熱(re),取(qu)熱(re)不取(qu)水”、井下高效換(huan)熱(re)等(deng)(deng)關(guan)鍵技(ji)術攻(gong)關(guan)和(he)(he)成果轉化。推動地(di)熱(re)能(neng)在(zai)水產(chan)養(yang)殖、溫室種(zhong)植等(deng)(deng)領(ling)域的(de)場(chang)景應用,發揮(hui)地(di)熱(re)能(neng)工(gong)業(ye)(ye)利(li)用價(jia)值,推廣在(zai)物料干(gan)燥和(he)(he)處理加工(gong)等(deng)(deng)方面應用。發揮(hui)勝利(li)油田鉆采優勢,加強油田采出液余熱(re)綜合利(li)用、干(gan)熱(re)巖發電關(guan)鍵技(ji)術攻(gong)關(guan),做好(hao)廢棄井綜合利(li)用,打造地(di)熱(re)可持續發展(zhan)應用場(chang)景。 此外,根據(ju)東營市產業發展現(xian)狀,《意見(jian)》中還指出,要培育(yu)發展創新藥、空天信息(xi)、合成生(sheng)物(wu)、深海高端裝(zhuang)備(bei)、人工智能、智能裝(zhuang)備(bei)、新一代電子(zi)材(cai)料等(deng)N個潛力(li)型未來產業。
